The National Card and Payment Scheme is managed by the Board of Participants in the Scheme and the Board of Directors of BORICA AD.

The Board of Participants proposes resolution of issues related to the management and development of the National Card and Payment Scheme, while the Board of Directors of BORICA AD approves and accepts resolutions in accordance with the provisions of the Board's rules of procedure, the regulations of BORICA AD, the management rules of BORICA AD and the applicable legislation.

Powers and functions: 

  • Defines strategy and main goals for development of the National Card Scheme;
  • Establishes and develops rules, procedures and technological standards together with all participants in the National Card Scheme;
  • Administers and manages the certification process of the participants in the Scheme – Issuers and Acquirers;
  • Manages projects related to the business development of the Scheme, in accordance with the needs and procedures of its participants and the whole market.

The Board of Participants proposes resolutions of issues related to the management and development of the National Card Scheme and has the following powers:

  • Judges by surveys or standpoints regarding the services, characteristics and operational rules of the National Card Scheme;
  • Offers plans, strategies and business models and sets the priorities for development of the Scheme;
  • Offers a budget  for innovation, marketing and advertising of new services to the Scheme;
  • Suggests the type and amount of interbank fees for the products and services offered by the Scheme due by the Scheme Participants;
  • Proposes solutions for development and changes of the services and the rules of the Scheme;
  • Works actively with related associations and companies.

The Board of Directors proposes resolutions of issues related to the management and development of the National Card Scheme and has the following powers:

  • Approves the proposals of the Board of Participants;
  • Approves all documents regulating the implementation and operation of the Scheme and their amendments;
  • Approves the organizational structure and budget of the Scheme;
  • Approves pricing policy and changes in the Tariff of the Scheme;
  • Approves business models for development of the Scheme;
  • Takes decisions about termination of the Scheme’s operation.
